Aligning for Impact: Digital Futures in a Reshaped LGR Landscape

As Local Government Reorganisation (LGR) reshapes the public sector landscape, Civica welcomed the opportunity to facilitate a workshop that brought together 41 local government leaders from 31 councils to turn change into opportunity. "Aligning for Impact: Digital Futures in a Reshaped LGR Landscape" was more than a workshop, it was a catalyst for collaboration, bold thinking and the reimagining of digital public services.

The workshop was co-developed and led by Civica in collaboration with Brentwood Borough Council and Rochford District Council, the Government Digital Service (GDS), Local Government Association (LGA), Microsoft, PwC, Solace, Socitm, techUK and Tussell. Speakers including Theo Blackwell MBE (DSIT) and Lisa Trickey (LGA) grounded the day in national context, highlighting how collaboration between central and local government can drive better outcomes for citizens.

Held at Reply’s innovation space, the event tackled the sector’s most pressing digital challenges and identified three national collaboration opportunities with the potential to transform service delivery across local government:

  • GDS-style standards for local government: a unified set of design principles to guide service transformation

  • Regional centres of excellence: shared hubs to access rare and critical skills in architecture and design

  • A technology blueprint for new councils: a reference model to help new unitary councils build smarter from the start.

“This isn’t just about technology, it’s about mindset, leadership and collaboration,” said Emily Douglin, Director for Local Government at Civica. “LGR presents a once-in-a-generation opportunity to reinvent how we deliver services. This workshop marked the beginning of something bigger: a movement to align digital ambition across the sector.”

The session marks the start of an ongoing programme to help councils navigate digital transformation during and beyond LGR, including further roundtables, deep dives into the top priorities and continued advocacy with central government and digital partners.
