This strategic acquisition strengthens Civica’s support for local authorities at a time when social care provision — the single largest area of council expenditure — is under mounting financial and operational pressure.
At the core of the deal is ECLIPSE, OLM’s market-leading social care management platform, which supports both adult and children's services. Designed from the ground up as a secure, cloud-native solution, ECLIPSE enables local authorities to manage complex caseloads, automate processes and meet statutory obligations, all while improving outcomes for vulnerable individuals. The platform also supports integration across education and third-sector services, helping councils build a more holistic, citizen-centred approach to care delivery.
The acquisition expands Civica’s already extensive local government software portfolio and complements existing solutions across revenues and benefits, housing, financial and income management, legal casework, regulatory services and more. The addition of social care software through ECLIPSE gives Civica an unmatched depth and breadth of capability across all key council functions, supporting a more integrated approach to service delivery.
