Powering a digital future: Civica responds to UK Spending Review

Civica endorses the UK Government’s strategic technology investments and calls for execution focus

Civica welcomes the forward-looking digital agenda set out in the Spending Review, one that recognises the transformative power of technology to reshape how our public services work for people. We’re encouraged by the government’s commitment to modernisation, particularly its recognition that digitisation must go hand in hand with reform, agility and cultural change.

At Civica, we’ve long championed the belief that technology’s role is not simply to digitise the status quo, but to truly transform it. Across the frontline of health and care, education, local government and into the heart of Whitehall, we’ve already seen how the right digital tools, when paired with the right skills and leadership, can drive lasting impact.

Important announcements of this year’s Spending Review - £10 billion to boost NHS’s digital modernisation, a £2 billion AI Action Plan and a £3.25 billion Transformation Fund - signal the next solid step in delivering a digitally empowered, future-ready public sector. The inclusion of £42 million for AI frontier exemplar projects and £1.2 billion allocated to DSIT to champion cross-cutting digital priorities are positive steps toward a more cohesive, data-driven public sector.

This is complemented by structural reform: a Zero-Based Review approach and a digital-first mandate requiring departments to justify budgets from the ground up, embedding DDaT (digital, data and technology) early in planning. Meanwhile, performance-based governance of digital spend aims to reduce technical debt and ensure measurable outcomes.

However, we know that ambition alone isn’t enough. As ever, delivery will come down to execution. Capacity, capability and culture across central and local government will ultimately determine success. The focus must not only be on headline programmes, but on empowering people at every level - national and local - to innovate and adapt. Big projects must not crowd out the local, often quieter, innovations that solve problems closer to communities.
